OIL & GAS

PROSPECTING DRILLING ON THE CASPIAN SHELF (KHVALYNSKAYA STRUCTURE)

LOCATION - CASPIAN SHELF, ASTRAKHAN REGION, RUSSIA
Client:  LUKoil – AstrakhanMorNeft, 1998.

Based on a study of literature, statistic and design materials, as well as field research, EcoCentre carried out an update of the Environmental Protection section making use of the EIA materials, as part of the executive project for the construction of a prospecting well at Khvalynskaya structure.

As part of the environmental design work we also completed a review of types and sources of the potential impacts of the project, a baseline environmental assessment; calculations and mathematical modeling of the forecast levels of impact; risk analysis; emergency oil spill modeling; MPE, MPD reports; waste disposal project; ecological damage (reimbursement) calculations; project- specific regulatory analysis.

The graphics and other illustrations that made part of the deliverables were issued as a separate book  in color print.

EXPLORATORY DRILLING ON THE BALTIC SEA SHELF (KRAVTSOVSKOYE FIELD)

LOCATION - BALTIC SEA SHELF, KALININGRAD  REGION, RUSSIA
Client: LUKoil – KaliningradMorNeft, 1998.

Based on a study of archive, literature, statistic and design materials, as well as field research, EcoCentre developed the Environmental Protection section (EP) including EIA as part of the executive project for the construction of an exploratory well at Kravtsovskoye field. The work was done in collaboration with specialized regional institutes and organizations AtlantNIRO, SPO GOIN, Balt-NIIRH etc.

We completed an analysis of the sources and types of the potential project impact on environmental components and the assessment of their background conditions. We provided a description of the ‘environmental activities’ (impact mitigation) and calculated the forecast levels of environmental impact. Environmental Centre also analyzed risks for the project and modeled emergency oil spills, developed MPE, MPD, waste disposal projects. As part of the order, we supplied a review of the social-economic aspects of the planned activities.

Fish damage estimations have been updated and environmental protection expenses and damage reimbursement items identified.We have also included a description of an environmental monitoring and operational control system for the project. In addition to the above, EC IFPA responsibilities encompassed a project-specific regulatory review.

The EP volume was made out with graphical and illustration materials in colors.

CPC OIL PIPELINE SYSTEM

LOCATION:  ASTRAKHAN REGION – REPUBLIC OF KALMYKIA – STAVROPOL KRAY –KRASNODAR KRAY, RUSSIA
Client: Caspian Pipeline Consortium - CPC, (Russia,USA, Kazakhstan, other), 1998.

EcoCentre has developed Environmental Protection Volume, including EIA, as part of the Technical & Economical Substantiation of Construction (TEOC) for the CPC Oil Pipeline System.

Project facilities are located in four regions of the Russian Federation: Astrakhan Region, Republic of Kalmykia, Stavropol Kray and Krasnodar Kray, and include:
· New underground oil pipeline (more than 750 km long);
· Nine oil Pump Stations (PS’s) with refineries;
· Marine Terminal facilities (with a marketing capacity of 70 mln.tons per year) at the Black Sea, including Tank Farm, Shore Facilities, Offshore Pipeline (nearly 5 km long), three Single Point Moorings (SPM’s), Small Boat Harbour, Auxiliary Vessels;
· Utility lines;
· A complex of Access Roads;
· Temporary Construction Camps.

Environmental Centre has collected and analytically processed available archive documents, including aerial and satellite photographs, the results of engineering-ecological, ecological, social-economic research investigations conducted jointly with specialized NIIs (Scientific Research Institutions).

As part of its contract, EC IFPA also provided an environmental audit of the territory and a background environmental and social assessment. The work completed under the contract also included forecast assessment of the environmental conditions in the Black Sea onshore and offshore areas.

Adverse socio-economic consequences of the project for the development of the region’s recreational zone were identified.

EcoCentre advised a set of necessary extra environmental studies and recommended design improvements for subsequent project stages.

PROSPECTING DRILLING ON THE CASPIAN SHELF (SHIROTNAYA ZONE)

LOCATION – CASPIAN SHELF, ASTRAKHAN REGION, RUSSIA
Client – JSC LUKoil-AstrakhanMorNeft, 1999.

Leveraging fund, literature and design materials and shot-on-location data, Environmental Centre developed the project EP volume, including EIA, as part of the executive project for the construction of the prospecting wells in Shirotnaya zone.

In performing the work we received help from specialized local scientific institutions, such as CaspMNITs and CaspNIRH, companies Infomar (Moscow) and SPO GOIN, whose reports were made available to us.

The work included an analysis of the sources and types of environmental impact and an assessment of the environment at its background level. We included a characterization of environmental activities and performed calculations and mathematical simulation of the forecasted level of impact on the natural environment. We then estimated the environmental payments and reimbursement to compensate for ecological damages.

Other activities included: development of MPE, MPD standards and waste disposal project, risk analysis and emergency oil spill modeling, description of an environmental monitoring system and operational control.

Special attention has been paid to legal aspects of the project which were addressed in a separate EP volume section.

KRAVTSOVSKOYE OIL FIELD DEVELOPMENT IN THE BALTIC SEA

LOCATION – BALTIC SHELF, KALININGRAD REGION, RUSSIA
Client – JSC LUKoil-KaliningradMorNeft, 1999.

Leveraging fund, literature and design materials and shot-on-location data, Environmental Centre developed the project EP volume, including EIA, as part of the TEO (Project) for the development of the offshore oilfield Kravtsovskoye. In performing the work we received help from specialized local scientific institutes AtlantNIRO, BaltNIIRH, company SPO GOIN.

The work included an analysis of the sources and types of environmental and social impact and an assessment of the environment at its background level. We included a description of environmental activities / impact mitigation and the project management of chemicals, fuels, lubricants and waste.

The work included calculations of forecast levels of environmental impact and mathematical modeling of oil spills. Other activities included: development of MPE, MPD standards and a waste disposal project, and a review of socio-economic aspects. We also estimated the environmental payments and reimbursement to compensate for ecological damages and provided a description of an environmental monitoring system and operational control.

Special attention was paid to legal aspects of the project which were addressed in a separate EP volume section.

BALTIC PIPELINE SYSTEM (BPS)

LOCATION – THE REGIONS OF LENINGRAD, NOVGOROD, TVER, YAROSLAVL IN RUSSIA
Client – Kimry Department of VNIPI-MorNefteGas, 1999.

Our work for the project included development of an EP section integrated in the TEO (Project) for the construction of the Baltic Pipeline System.

Project facilities are located in four Russian Federation regions (Leningrad, Novgorod, Tver, Yaroslavl) and include:

·  Reconstructed and new sections of an oil pipeline of the total length of 1,300 km;
·  Three pump stations;
·  Farms at pump stations (80,000 m3) and an oil terminal (500,000 m3).

The task to develop the Environmental Protection volume of the project involved an assessment of the background environmental conditions in the project zone, an appraisal of the project design and process and the associated sources of impacts, an estimation of environmental damages, a review of waste generation quantities and handling practices, and finally an evaluation of the health situation (‘sanitary-epidemiological conditions’) in the area.

We also developed a series of measures to ensure ecological safety for the local community and preserve natural resources. An environmental monitoring program was developed.

We provided the estimation of ecologico-economical damages caused by the construction and operation of BPS facilities. We also supplied an emergency risk analysis and recommendations on activities to reduce (contain) and/or eliminate any consequences of emergencies.

ENVIRONMENTAL SUPPORT AND MONITORING DURING THE CPC OIL PIPELINE PROJECT CONSTRUCTION

LOCATION - ASTRAKHAN REGION – REPUBLIC OF KALMYKIA – STAVROPOL KRAY –KRASNODAR KRAY, RUSSIA
Client: Caspian Pipeline Consortium - CPC (Russia,USA, Kazakhstan, other), , 2000-2002.

We developed and launched a program of environmental support and design approvals for the stage of detailed design of the CPC crude pipeline system.

The Environmental Monitoring Program for Construction and Operation factors in Russian HSE legislation and is based upon an assessment of the project design and the current environmental situation as judged by research findings.

The implementation of the Program was synchronized with the pipeline system construction and implies:
· A suite of activities to monitor environmental conditions by using the method of comparative analysis (applied to parameters), covering the zone of construction and outer reference areas.
· A regular monitoring of both identified and potential sources of impact on the quality of the environment in the construction area.

The implementation of the Environmental Monitoring Program is planned in three phases:
· Monitoring prior to the start-up of the project construction activity, with the scope of obtaining baseline characteristics of the environmental conditions (Pre-Constructional);
· Monitoring during Construction, intended to produce data characterizing changes occurred in the ecosystems in the course of executing construction operations, assembly and earthworks (Constructional);
· Monitoring at the time of Commissioning CPC facilities for operation which is to produce a picture of the changes in the environment occurred after the construction and reclamation (Post-Constructional).

One of the tasks in the CPC scope of work included the creation of an Environmental Data Bank. The Bank was developed and is up and running. Integrated with this Data Bank, the GIS allows for query-based quick data processing and publishing of the evaluation results in cartographic formats. The project database  numbers 69 data tables, 77 directory tables. The queires lead to creation of estimation tables, which in turn can make their way onto maps in the form of symbols, polygons, charts, explained in the map legend. All the means of visulization were standardized and agreed upon with the client. A normal report would include maps of around 40 different topics, with about 300 map sheets to cover the entire length of the pipeline. Most of the maps are made to be generated automatically through the database.

PROSPECTING DRILLING ON THE CASPIAN SHELF (SARMATSKAYA ZONE)

In performing the work we received help from specialized local scientific institutions, such as CaspMNITs, YuzhMorGeologia, YuzhMorGeoShelf, CaspNIRH, companies Infomar (Moscow) and SPO GOIN, whose reports were made available to us.

The work included an analysis of the sources and types of environmental impact and an assessment of the environment at its background level. We included a description of ‘environmental activities’ (impact mitigation) and performed calculations and mathematical simulation of the forecast level of impact on the natural environment.We then estimated the environmental payments and reimbursement to be made to compensate for project environmental damages.

Other activities included: development of MPE, MPD reports and waste disposal project, risk analysis and emergency oil spill modeling, description of an environmental monitoring system and operational control.

APPRAISAL DRILLING AT CHAYVO OFFSHORE OIL FIELD (THE SEA OF OKHOTSK)

LOCATION – OKHOTSK SHELF, THE ISLAND OF SAKHALIN, RUSSIA
Client – Exxon Neftegas Limited, Russia-USA, 2000.

Leveraging fund, literature and design materials and shot-on-location data, Environmental Centre developed EP volume, including EIA, as part of the Chayvo-6 Appraisal Drilling Project (Project Sakhalin-1).

In performing the work we received help from specialized local and Moscow-headquartered companies and scientific institutions, such as Sakhalin Environmental Company, SakhalinMorNefteGas-Shelf, SakhUGMS, IGKE, VNIRO, GOIN, Moscow State University, et al, whose reports were made available to us.

The work included an analysis of the sources and types of environmental impact and an assessment of the environment at its background level. We included a description of ‘environmental activities’ (impact mitigation) and performed calculations and mathematical simulation of the forecast level of impact on the natural environment.

We provided an estimation of the damage to fish resources and the associated environmental payments to be made as reimbursement. Other activities included: development of MPE, MPD reports and waste disposal project, risk analysis and emergency oil spill modeling, description of an environmental monitoring system and operational control.

Special attention was paid to regulatory aspects of the project, which were addressed in a separate EP volume section.

In the EP volume and in a supplement to it, we provided a thorough all-in scrutiny of possible drilling waste disposal options, including expert opinions of Russian scientists specializing in the use of coagulants (Burenie company and VNIIKR-Neft institute, Krasnodar city) and in the reinjection of mud and cuttings (VNIGNI, Moscow).

Based upon the EP volume, we developed packages of documents substantiating the obtainment of the Water Use License and the Permit to Drill.

As a separate item, EcoCentre developed projects of the standards of maximum allowable harmful impacts (MAHI) for the water area of the planned appraisal drilling.

EXPLORATORY DRILLING IN PILTUN-ASTOKHSKOYE OFFSHORE OIL FIELD

LOCATION – OKHOTSK SHELF, ISLAND OF SAKHALIN, RUSSIA
Client – Sakhalin Energy Investment Company Ltd. (SEIC), 2000.

Leveraging fund, literature and design materials and shot-on-location data, Environmental Centre developed EP volume, including EIA, as part of the technical project for the construction of the prospecting-exploratory wells in Piltun-Astokhskoye field. In performing the work we received help from specialized local scientific institutes DVNIGMI, SakhNIRO, SakhalinGrazhdanProekt et al, by using their reporting materials.

The work included an analysis of the sources and types of environmental impact and an assessment of the environment at its background level. We included a description of ‘environmental activities’ (impact mitigation) and performed calculations and mathematical simulation of the forecast level of impact on the natural environment. We then estimated the environmental payments and reimbursement for the project to compensate for ecological damages. Other activities included: development of MPE, MPD reports, risk analysis and emergency oil spill modeling.

We also provided a description of an environmental monitoring system and operational control. We reviewed the regulatory framework for the project EP volume is made out with graphical and illustration materials in colors.

PROSPECTING DRILLING ON CASPIAN SEA SHELF (KHVALYNSKAYA-3 ZONE)

LOCATION – SHELF OF THE CASPIAN SEA, ASTRAKHAN REGION, RUSSIA
Client – DOAO Volgograd-NIPI-Neft, 2000.

Leveraging fund, literature and design materials and shot-on-location data, Environmental Centre developed EP volume, including EIA, as part of the executive project for the construction of the prospecting wells in Khvalynskaya field.

In performing the work we received help from specialized local scientific institutions, such as CaspMNITs, YuzhMorGeologia, YuzhMorGeoShelf, CaspNIRH, companies Infomar (Moscow) and SPO GOIN, by using their reporting materials.

The work included a review of the sources and types of environmental impact and an assessment of the environment at its background level. We included a description of ‘environmental activities’ (impact mitigation) and performed calculations and mathematical simulation of the forecast level of impact on the natural environment. We then estimated the environmental payments and reimbursement for the project to compensate for its ecological damages.

Other activities included: development of MPE, MPD reports and waste disposal project, mathematical modeling of the dispersion in the sea of the cuttings from drilling the 1st section (tophole) of the well. We carried out a risk analysis and integral assessment of emergency oil spill modeling results using spill models at three structures in Northern Caspian. A description of an environmental monitoring system and operational control was provided.

FULL DEVELOPMENT OF YAREGA OIL-TITANOUS FIELD

LOCATION – REPUBLIC OF KOMI, RUSSIA
Client – AO VAMI (All-Russian Institute of Aluminium and Magnesium), St. Petersburg, 2000.

The Environmental & Social Impact Assessment volume was based on the use of design, archival materials and literature and statistical data derived from the Yarega project Investment Feasibility study.

The discussion of the current geological conditions in the area included a cartographic material supplied by OAO PolyarnoUralGeologia (Polar Ural Geology) and an Executive Note to it (written by Polar Ural Geology branch in the city of Ukhta in 2000).

Environmental Centre’s input also included an analysis of the sources and types of environmental impacts and an assessment of the current conditions of the nature components. Each site / facility of Yarega project was characterized from the viewpoint of a source of environmental impact. The discussion further included our recommendations regarding the development of the following documents at the subsequent project stage (the stage of TEO):
· A water balance covering the rivers and artificial basins used by the project and the water balance of the very project facilities;
· A complex of fish protection measures at water intake facilities;
· An all-inclusive scheme of water treatment and ecologically justified disposal for all kinds of process and storm waters based mostly on a broad implementation of efficient onsite treatment units, as well as expanding and reconstructing other treatment facilities common to several project sites.

As part of the EIA we did a tentative emergency risk analysis, which quantitative parameters were subject to being updated as the design went into greater detail. Risk analysis was the basis for the development of emergency and accident response plans.

The environmental impact assessment completed at the stage of investment feasibility helped identify the ecological challenges for this project of a full development of Yarega field and elaborate recommendations for further phases of the investment and design cycle.

SAKHALIN-2 PROJECT PHASE 2

LOCATION – SAKHALIN ISLAND, RUSSIA
Client –  Sakhalin Energy Investment Company Ltd. (SEIC), 2002.

Ecocenter prepared the Environmental Protection Books for the TEOC document that concerns the construction of the various facilities associated with the development of Piltun-Astokh and Lunskoye fields on the shelf of the Sea of Okhotsk.

The project included the following facilities:
· Offshore stationary platforms PA-B (at Piltun-Astokh field) and LUN-A (at Lunskoye field);
· Offshore pipelines from PA field, from Lunskoye field and in the Bay of Aniva;
· A system of onshore oil and gas pipelines on the island of Sakhalin;
· Liquefied Natural Gas plant (LNG) and Oil Export Terminal (OET) on the coast of Aniva Bay;
· A Tanker Loading Unit for oil export and a jetty in Aniva Bay to load LNG onto gas carriers;
· Booster stations and compressor stations;§ Utilities;
· Access automobile roads;
· Temporary construction camps.

Ecocenter collected and analytically processed the data archived in funds and the data from the environmental and socio-economic studies completed by specialized scientific institutions by the time.

We completed an environmental audit of the territory and an assessment of the condition the various components of the natural and social environment were in at the time. We developed a forecast evaluation of changes in the components of the natural milieu of the sea, coastal waters, the onshore  and the surface water bodies.

Our task also included an identification of the socio-economic effects of the proposed project for the overall development of the region.

Furthermore we calculated the environmental fees of this project and the compensations it will have to offer to reimburse the predicted environmental damage. The MPD and MPE reports were developed as well.

We developed the program of onsite and offsite environmental monitoring (‘program of industrial environmental control and environmental monitoring’) which covers the construction and operation of the project facilities and sites, such as the two stationary offshore platforms, the offshore and onshore pipeline systems and other processing and downstream facilities onshore. We reviewed the regulatory framework that this project was to be inscribed in.

The Environmental Protection Book that we prepared is supplemented with graphical, mapping and other illustrative insertions in color.

PORTFACILITIES (TERMINALS)

CPC MOORING FACILITIES (AS PART OF THE CPC OIL PIPELINE SYSTEM)

CHEMICAL MANUFACTURING

IODINE PRODUCTION

LOCATION - TOWN OF TROITSK, KRYMSKY DISTRICT OF THE REGION OF KRASNODAR KRAY, RUSSIA
Client - JSC "White Star USA Corporation", 1999.

Development of Environmental Protection section integrated in the executive project for the first-phase construction of crystallic iodine production facility with a planned annual output of 500 tons.The facility was reviewed from the point of view of a source of impacts on the environment. The baseline condition of the environment was studied too.

As part of the EP section we reviewed the various items onsite as potential sources of environmental impacts. Such items included the production unit itself, the storages, the parking lot, ancillary facilities and amenities.

The structure of the EP work was as follows: a sequential, component-specific analysis of the project technological documentation, fund materials, survey results, all as part of the approach: ‘from baseline review to forecast modeling to assessment’.

A prime focus was on the assessment of the impact on grounwater reserves of the potable water supply system of the area as well as on the possibility of a radioactive production waste contamination.

We reviewed forecast assessment of the probability of chemical contamination in case of an emergency during operation.

The developed materials contain conclusion of the environmental acceptability of the  project.

PRODUCTION OF POLYETHYLENETEREPHTALATE

LOCATION – CITY OF VLADIMIR, CENTRAL RUSSIA
Client: OOO ITERA Polyether, 2002.

Development the EIA and the EIA-associated documents and reports for the project stages of construction, commissioning and operation. The production unit is part of the Vladimir chemical integrated works.

We completed environmental calculations showing the dispersion of contamination in the air basin and in water and the propagation of acoustic noises. These calculations were done on the basis of modeling. THis was followed by an evaluation of fishery damages.

We developed recommendations for waste disposal and a program of environmental monitoring.

Using mapping supply we prepared a package of graphical materials.

Helpdesk services were provided with relation to project local and federal approvals.

AIRPORTS

SHEREMETYEVO AIRPORT RECONSTRUCTION PROJECT

LOCATION – MOSCOW REGION, RUSSIA
Client: Sheremetyevo International Airport, 2001-2002.

Development the EIA and the EIA-associated documents and reports for the project stages of construction, commissioning and operation of the design facilities:

  • A new air strip (Strip 3);
  • A cluster of buildings and facilities that support the operation of Strip 3;
  • New passenger terminal and hotel within Sheremetyevo-1 premises;
  • Other facilities that support operations in Sheremetyevo.

We completed environmental calculations showing the dispersion of contamination in the air basin and in water and the propagation of acoustic noises. These calculations were done on the basis of modeling. THis was followed by an evaluation of fishery damages.

NORSI OIL ENTERPRISES

LOCATION - NIZHNY NOVGOROD REGION, VLADIMIR REGION, REPUBLIC OF MARY EL, RUSSIA
Client – Bechtel, Ltd., 1998.

Participation in the work of an environmental audit team, together with Bechtel and Chem Systems (UK). The environmental audit had as its purpose a check of the Russian environmental legal compliance at different oil product supply facilities (oil storage sites and filling stations), situated in the regions of Nizhny Novgorod and Vladimir and the republic of Mary El. The methods employed in the audit included visual inspection, interviewing, reviewing approvals and statistical reporting analysis. Meetings were arranged with representatives of local nature protection bodies and administrations.

SAKHALIN-2 PROJECT. PHASE 2. PILTUN-ASTOKHSKOE OIL FIELD. LUNSKOYE GAS CONDENSATE FIELD

 LOCATION - SAKHALIN REGION, OKHOTSK SEA SHELF, RUSSIA

Client - Sakhalin Energy Investment Company Ltd. (SEIC), 1998.

A preliminary environmental expert review of the EIA as part of the exploratory drilling project was accomplished. Ecocenter also provided consulting services on issues of organizing drilling mud biological testing works, developing Maximum Permissible Concentration (MPC) and Discharge (MPD) norms, getting project approvals with specialized state supervision and control agencies.We provided consulting services to help the project launch its background environmental and its onsite environmental monitoring. A program of studies was developed too.

RUSSIAN ENVIRONMENTAL LEGISLATION AND PROJECT APPROVL PROCEDURES

Client – UNICO International Co. (Japan), 1998.

As part of its consulting services Ecocenter prepared an ‘Overview of Russian Federation Environmental Legislation and Policy’ and an ‘Annotated List of Legal and Regulatory Acts Governing Environmental Activity in the Russian Federation’.

The consultations covered such issues as:
· General structure of environmental management and legislation in Russian Federation;
· Regulatory environmental framework in the Russian Federation;

RUSSIAN ENVIRONMENTAL LEGISLATION

As part of its consulting services Ecocenter prepared an ‘Annotated List of Legal and Regulatory Acts Governing Environmental Activity in the Russian Federation’.

PROCEDURES OF RF GOVERNMENTAL PROJECT REVIEW AND APPROVAL PROCESS

Client – Exxon Neftegas Limited, Russia-USA, 1999.

Ecocenter consultations included a review and analysis of the project documentation, its ecological substantiation, previously developed by ENL, and a package of the regulators’ permits, approvals and panel statements on the project. We determined the sequence of actions and developed a strategy of the project approval procedures, taking into account the permits and approvals already available and those lacking yet.

IV. DEVELOPMENT OF MPE, MPD AND WASTE DISPOSAL PROJECTS / REPORTS

Over 1998-1999 the MPD, MPE and project disposal reports were developed by Ecocenter as part of 11 projects.

V. ENVIRONMENTAL TRAINING

In collaboration with the Environmental Training and Upgrade Retraining Centre of Moscow State University, we developed and implemented in practice a kit of training programs for the management and officers of the companies of fuel-power sector and other industries which is divided in three topics:
· General environmental preparation;
· Environmental management;
· Environmental audit.

The kit of educational programs is compatible with personnel retraining courses offered in different sectors of economy.

An author’s course of lectures on Environmental Audit was developed in Ecocenter. The training was delivered by certified auditors of the company during the autumn study terms of 1998/99 and 1999/2000 to fourth year students of Moscow State University.
